No this is not normal. I might nick a dog once or twice a YEAR, never on the neck.
A lot of dogs have thin loose skin under the neck that will "tent" in a line that is verticle to the ground from above the chest, up to the jaw....

I would be very careful to sanitize everything. It could very easily be staph or sarcoptic mange. At this point I would simply use any mild shampoo to keep him clean. The owner really needs to have a vet diagnose the baldness, otherwise it is a guessing...

I depends on how long it takes. If the puppy is very small with a thin, short coat it gets a discount - also if it only gets a face/feet/fanny.
Any puppy that takes as long as a full groom, or gets a full pattern on a full coat is normal...
