    In 2015, the Palos Verdes Homes Association ran a board of directors election that ultimately ended with three ballots and plenty of consternation.

    Now the 2016 election has fetched a dog-grooming business into the electoral mix.

    The address for Sparky’s pet grooming is exactly one digit off from the address for the Los Angeles office of Moss Adams, an accounting firm hired to tabulate the votes for the association’s annual election. And, unfortunately for the association, it was Sparky’s address that ended up on the return envelopes distributed with ballots last month.

    Votes, however, will not end up on the floor of the pet groomer’s business along with clipped tufts of fur.

    The mistaken address made its way onto the envelopes thanks to an error at the post office, but representatives from the agency have assured the association that it won’t result in ballots sent to the pet-grooming business, said Kim Robinson, manager for the PVHA. To receive the preprinted and coded return envelopes, the PVHA had to obtain a permit from the postal service that includes the accounting firm’s specific address and a bar code.

    Because Sparky’s has never been given such a permit, the postal service won’t deliver the business reply envelopes to the pet salon. Instead, the carriers will use the association’s application — which has Moss Adams’ correct address — to deliver the mail to the accounting firm.

    “All mail would be delivered to the correct address because the envelope was properly coded and the permit is designated,” Robinson said in an email.............
