Not real sure about this, but it looks like you may have some topknot in your ears. Maybe you need to reset the topknot then the ears will look a bit less "poofy." If the ears are truly set on the head that high you can thin out the top of them a little to make the appearance of a lower ear set. Also, allow the topknot to grow in a bit fuller/longer.
I used my clippers to skim down the poofy ears on a cocker today then I used my thinning shears behind or the back side of the ears it really helped.cute little dog though?

use thinners. If that doesn't work, then the snap on comb. I think thinners would not be choppy but a snap on could be. Yes make the top not higher and /or fuller to balance. But it is cute anyway, as it is different.
My first thought was nice headphones! lol Is the head shaved? I'm kinda blinded by the ears. I would either shave them or do a cocker ear myself, and if they are that high let the top knot grow over them a bit so they look lower. I wish some of my dogs had ear hair like that, most are so limp and thin.
Check out the site below. Scroll down until you get to the dog in an historically correct working continental. That's how I'd do this dog's head & ears. A little longer on top and blend the ears so that it's all one line from one side to the other.
