The sad thing is that there are people out there that will think this contraption will actually prevent breeding and will then leave their female unattended.
However, it could be a nice method to slow down a male which could allow easier ability to continue daily walking schedules, etc. I also see it as a good product for the female that simply won't leave her britches on.

I remember reading somewhere that if two dogs really want to get it on, you can lock the doors, bar the windows and cover the chimney tops and you will still wind up with puppies two months later.
I would not trust my luck to a belt of this sort. The ones made of iron might have worked for women in the middle ages, but I am fairly certain a couple of mutts would figure out a way around this modern contraption.

I can guarantee a dog could get past that one way or another. I once had neutered male standard Poodle break a locked bathroom door, and break open a crate that a bourding in heat Beagle was in. The Beagle sliced her ear in the malay and there was shaken dog head blood spots all, and I do mean all over the bathroom. Luckily both dogs were fine.
It could be good for just getting a dog by on a leash though.Money will buy you a pretty good dog but it won't buy the wag of it's tail.
