I just answered this question for someone on FB. In the British Commonwealth (including Canada) it's called a "tea towel". In the US it's called a "dish towel". ;-)

Also known as a"cup towel" or "hand towel", albeit, hand towels are generally used next to a lavatory sink and "dish towels/tea towels/cup towels" are used next to the kitchen sink.
