It does look like a Bichon but where it's tail? Could be a white Schnauzer too.

Since the tail is docked, I'll say cocker and maltese. I do a bichon though that has a natural bob tail though, but she also has a really bad undershot mouth.

I do not know if he was a toe licker that was my first guess at the time, However with all the reaserch I have done of late the discolored fur could also be a sign of toe nail fungus.

The after of the second groom I wanted to groom him conventional schnauzer but the owners said no! They wanted hair left on him.
