    Yes. Hypoallergenic means LOW allergen, not NO allergen. I would think that a non-scented shampoo would be less allergenic than a scented one, but that would depend on what the perfumes are made from and whether or not a particular pet is sensitive to it...and what are the surfactants made from...oy this gives me a headache, LOL!

      Yes it can be! And there are also "hypo allergenic" and "sensitive skin" colognes as well!
